USA RN Registration and NCLEX Pathway for Internationally Educated Nurses

There is no single U.S. RN registration process that applies identically to every state. Each state or territory’s board of nursing sets licensure requirements. All U.S. boards use the NCLEX-RN for RN licensure, but credential-evaluation services, English evidence, education rules, Social Security number policies, fingerprinting and other requirements can differ.

Choose the board first. Then follow that board’s current foreign-educated applicant instructions before purchasing a credential service or registering for the exam.

Some stages can overlap. Follow the exact board sequence.

Step 1: compare states carefully

Do not choose a state only because an online post calls it “easy.” Ask:

  • Does the board accept my type of nursing education?
  • Which credentials report or verification service does it require?
  • Does it require English proficiency, and what evidence/scores are accepted?
  • Are there specific clinical-content or concurrency rules?
  • Are fingerprints or criminal-background checks required, and from abroad how are they submitted?
  • Does it require a Social Security number to apply, test or receive a licence?
  • What are the document and application expiry periods?
  • If I later move, will the target state’s endorsement rules create a new barrier?

Use the board site and NCSBN member-board resources, then verify directly because summaries can lag policy changes.

Credential evaluation and CGFNS/TruMerit

Boards may require a credentials evaluation or verification from a named service. CGFNS International now uses the TruMerit name in parts of its services, but product names and board instructions must be followed exactly.

“CGFNS” is not one universal step. Its offerings include different services, such as credentials evaluation, credentials verification, a Certification Program and VisaScreen. Buying the wrong product can waste time and money.

Start with the state board’s wording:

  1. Copy the exact report/service name.
  2. Confirm the report recipient.
  3. Identify every school and licensing authority that must send primary-source records.
  4. Check translation and validity rules.
  5. Keep licensure evaluation separate from immigration screening.

NCLEX registration and ATT

The official NCLEX registration process involves both the nursing regulatory body and Pearson:

  1. Apply for licensure/registration to the selected board.
  2. Register and pay for NCLEX with Pearson as instructed.
  3. The board reviews the file and declares eligibility when requirements are met.
  4. Pearson sends the Authorization to Test (ATT).
  5. Schedule and test within the ATT validity dates.

An NCLEX registration can remain open while waiting for eligibility, but it has a time limit. The current official page states 365 days; if the board does not make the candidate eligible within that period, the registration and fee are forfeited. The ATT itself has separate validity dates and cannot simply be extended. Verify these rules in the current Candidate Bulletin.

Passing NCLEX is not the same as receiving a licence

NCLEX is a required examination, not the licensing authority. After a pass, the board may still require an unresolved background check, identity item, Social Security number or another statutory requirement. Only the board can say the licence is issued and active.

Likewise, a U.S. state licence does not by itself give permission to enter or work in the United States.

Licensure, VisaScreen and immigration are separate

Foreign health professionals seeking certain occupational visas must complete federal health-care worker screening. VisaScreen is one CGFNS/TruMerit service for that federal purpose. For RNs it verifies, among other items, required credentials and evidence of an accepted nursing knowledge exam.

Do not assume that a licensure credentials report automatically satisfies VisaScreen, or that VisaScreen makes someone eligible for a visa. CGFNS itself states that VisaScreen is separate from the process that determines visa eligibility. Immigration strategy is legal advice and should come from an appropriately qualified source.

If you are already licensed in Canada

A Canadian RN considering the U.S. still needs to select a state and meet that board’s licensure-by-examination or endorsement rules as applicable. Passing NCLEX for Canadian registration may satisfy the nursing exam component, but it does not automatically satisfy credentials, Social Security, background, English, endorsement or immigration requirements.

Ask the board how it classifies your application and which verifications it requires. Do not assume a Canadian licence converts directly into a U.S. licence.

Common mistakes

  • Applying to a state before checking education-specific rules.
  • Ordering a general CGFNS product rather than the board-named service.
  • Registering with Pearson too early and losing the fee while eligibility remains incomplete.
  • Assuming ATT is the licence or can be extended.
  • Treating NCLEX, state licensure, VisaScreen and immigration as one approval.
  • Believing a recruiter can override board requirements.
  • Assuming endorsement later will bypass the new state’s requirements.

What to do next

Select a target state, save its current internationally educated applicant instructions, and identify the exact credential service before paying. Build the document tracker, then align NCLEX preparation with the board and ATT timeline.

FAQ

Do all U.S. states require CGFNS?

Requirements and products vary. Use the selected board’s current foreign-educated nurse instructions; do not purchase a service based on a national generalization.

Can I take NCLEX before choosing a state?

NCLEX registration is tied to a nursing regulatory body that determines eligibility. Select and apply through a board.

What is an ATT?

Authorization to Test is the Pearson email/document issued after the board declares eligibility and exam registration requirements are met. It allows scheduling within stated dates; it is not a nursing licence.

Does passing NCLEX guarantee a U.S. job or visa?

No. Licensure, hiring and immigration are separate decisions.
